This is the basic setting to a FLASH RPG I am starting, comment what you guys think!

Year is 2253; the world has been destroyed by war, only 1/3 of earth's land can sustain life. Nuclear Deserts cover what was once a beautiful landscape. Civilizations have come to live in HUGE cities completely under military control. Buildings rise up into the stratosphere; all forms of Media are monitored. Machines have completely taken over the human workforce. Humans have begun Rapid colonization of the moon, and begun looking toward space for further colonization.

Society has been drastically split. The Elites, who live above in the City go by their day to day lives without worry, most have forgotten how the earth has been plagued, and it is their utopia. The Leaders of the City want to keep control. The forgotten live under the utopia in the remains of former cities. (i.e. New York). Their lives are filled with violence and drugs. They know it was the Leaders fault for the Earths destruction, and hate Elites for their misery.

The use of gene manipulation began being practiced in the late 21st century. The initial outcomes were horrifying. These abominations are what became the forgotten. As time went on, the gene manipulation success rate rose, creating superior beings known as the elites. Unlike the forgotten, the Elites do not pass on their manipulated genes to their offspring, thus not all of the Elites have been modified.
